About AusAID PNG
AusAID PNG is responsible for the delivery of the Australian Aid program to PNG by assisting the PNG Government to reduce poverty and achieve sustainable development. The PNG program is one of Australia’s largest aid programs, providing approximately A$491.7 million for 2012-13.
About the role
The Health and HIV Section are seeking to engage Program Managers, in particular the Section is looking for applicants who possess tertiary qualifications in finance and accounting and have previous experience working with government systems. Previous experience and/or exposure in Health and HIV would be desirable.
Under limited direction, the Program Finance Coordinator will manage and support the Health and HIV Implementing Services Provider (HHISP) finances, and coordinate with sub-section finance focal points to consolidate and report on the Health and HIV section finances.
The key responsibilities for this position are:
Health and HIV Program Financial Coordination and Management
• Manage Health and HIV section finances in accordance with AusAID and Australian Government administrative, regulatory and legislative requirements
• Monitor and maintain financial system integrity
• Coordinate end of financial year reporting for the Health and HIV section in consultation with Post and Canberra
• Monitor and report on expenditure, accrued expenses, commitments and financial transactions against the HHISP budget and contract
• Coordinate and assist in the review of sub-section budgets and contract management
• Lead and coordinate Health and HIV section fraud management
• Implement and monitor risk management and fraud control measures and ensure staff and partner awareness of these issues
• Understand and provide advice on delegations, CEI’s and associated procedures
• Provide advice on budgetary matters which may have operational and strategic relevance
• Liaise with internal and external clients and stakeholders to inform or clarify financial issues or requirements
• Respond to financial information requests from Post, Canberra, or other stakeholders as appropriate
• Prepare minutes, briefs, and correspondences as required.
• Provide input to AusAID's quality reporting systems and other performance and quality-related requirements
Policy
• Contribute to the strategic direction of the Health and HIV section through analysis and reporting of program finance issues
• Prepare statistical reports on relevant program finance activities as required
Teamwork
• Lead and participate in collaborative work across teams
• Contribute to management for policy discussion, decision-making and feedback.
• Provide coaching, mentoring, on-the-job training and feedback to employees
• Delegate work appropriately and manage underperformance
Representation
• Represent the section in budget and finance discussions
• Represent AusAID in meetings and relevant fora
• Develop and manage AusAID’s relationship with counterparts and key stakeholders
• Liaise with employees in other areas of AusAID and external organizations including GoPNG, NGO’s, CSO’s and the private sector and seminars
