About the Australian High Commission in Port Moresby
The Australian High Commission represents the Australian Government by advancing the interests of Australia and Australians in Papua New Guinea (PNG). Our primary national interest is in a strong bilateral relationship underpinned by a peaceful, secure and prosperous PNG and Pacific Region. The High Commission is also responsible for apprising Canberra about developments in areas such as domestic politics, immigration, economics, trade and investment, culture, defence and development cooperation, with a view to informing Australia’s foreign policy. And for promoting a positive image of Australia, enhancing people-to-people links, and delivering consular assistance to Australians in need.
About the Development Cooperation
Australia’s aid to PNG is delivered under the PNG-Australia Partnership for Development (2012) and is focussed on health, education, transport infrastructure and law and justice. Underpinning assistance in these sectors is support to improve governance in PNG’s public sector and assistance to improve gender equality. Specific packages of support have also provided for Bougainville, Manus and Kokoda.
The ‘Joint Understanding on further bilateral cooperation in health, education and law and order’ outlined an additional series of targeted aid commitments including the reconstruction of the Lae Hospital and the deployment of 50 Australia Federal Police officers to PNG.
At the Papua New Guinea–Australia Ministerial Forum on 11 December 2013, Australia committed to undertake an assessment of its aid investments in PNG.
The assessment will guide changes to make Australia’s aid more effective, including through addressing key constraints to economic growth and ensuring clear performance benchmarks and mutual accountability.
About the Law and Justice Program
Law and justice is a priority sector for Australia's aid program in PNG, as agreed under the PNG-Australia Partnership for Development. There are a number of initiatives managed by the Australian High Commission that seek to support the Government of PNG to meet their goal of PNG as a ‘just, safe, security society for all’. Our program is delivered in close partnership with a wide range of PNG Government law and justice agencies as well as with Australian Government partners, specifically the Australian Federal Police and the Attorney Generals Department.
About the role
Under limited direction, the Senior Program Manager will support the delivery of DFAT’s law and justice initiatives, ensuring coordination with other relevant DFAT programs – particularly the governance program – and with other Australian Government agencies - particularly the Australian Federal Police and the Attorney-General’s Department.
The key responsibilities for this position are:
- Contribute to country and program strategies and oversee the development of new initiatives through the following activities
- Gather, analyse, and report relevant information for senior DFAT staff and external audiences, including other agencies’ policy developments
- Identify, articulate and develop linkages between DFAT activities and those of other donors’ aid activities
- Develop relationships, negotiate and liaise with PNG Government agencies and counterparts, other Australian partner agencies, and other donors regarding the development and implementation of aid activities and programs
- Manage the program in accordance with DFAT and Australian Government administrative, regulatory and legislative requirements and ensure effective financial and contract management of programs and projects
- Direct the implementation of risk management and fraud control measures and ensure staff awareness of these issues
- Participate in efficiency and effectiveness reviews of elements of the development cooperation program
- Develop, implement, review and interpret policies, programs and initiatives
- Provide strategic direction to, and oversee the implementation of, performance and quality processes (including monitoring and evaluation systems) needed for effective program development and management
- Manage staff and contribute to mentoring and development of team members
- Represent DFAT and the Government of Australia in meetings and relevant fora
- Prepare and/or deliver briefings, presentations and speeches (this may occasionally involve out of hours activities)
Required Skills and Capabilities
- Proven professional experience and success in managing business and corporate functions in a diverse organisation
- The ability to support the attainment of work area goals including key performance outcomes, strategic thinking, evaluation, analysis and innovation
- Demonstrated strong administration and management capability including planning, teamwork, human resource and financial resource management
- Sound judgement and problem-solving skills to deal with complex and often sensitive organisational issues including; contract management and stakeholder engagement
- A high level of communication and interpersonal skills that can be applied in building productive working relationships with stakeholders , other managers and employees
Eligibility/Other Requirements
The successful candidate is required to obtain a satisfactory police check, medical check and maybe required to travel on occasions. A current driver’s license is required to drive a work vehicle.
